Howard features fully functioning wheels and the forks easily move up and down and lock into place by tilting them forward.

Age Guide & Safety: Recommended for 3 years +. Adult supervision is advised during play. Not recommended for children aged 3 years+ who still have a tendency to place things in their mouth.
